We think of ValuLeads as an ad agency with an affiliate network; the network formed organically from within because we had our own products and so many hot/exclusive campaigns that we were promoting in-house. The network at ValuLeads is a private community. We do not accept hundreds of new publishers. We like to work off a referral basis, and generally try to attract the large publishers who want to touch the best campaigns online and need help optimizing their current campaigns.
